I would buy both if I were you also. If you only buy Factions then I think you will feel lost in conversations when other people talk about content from chapter 1. Also, you will feel left out if your in a group of friends/guildies that have chapter 1 that decide to do something there. Unless of course you join a "Factions only guild", I'm guessing there will probably be a few of those.

If your not sure about making an investment of $100 for both games, then just pre-order for now for around $10 bucks and try out the weekend beta event. Then your only out $10 bucks if you don't like game. I'm personally addicted.

If you only want to buy one and not both I would just buy Factions. Most people will probably be playing there. The orginal will probably be empty, eventually, in PvE areas.
